The Holly Springs Town Council recently approved the Fiscal Year 2019-20 Strategic Plan, which guides resource allocation, policy direction and efforts of the Town. The plan includes a vision statement and five priority areas, with goals and initiatives supporting each. “The plan provides a ‘roadmap’ guiding our organization forward by articulating the Mayor and Council’s overall direction and priorities,” said Town Manager Randy Harrington. “By identifying those priority areas and goals, we are able to align our work to what is most important.” “Strategic plans are essential to ensure we are all on the same page and are in the best interests of our citizens,” said Mayor Dick Sears. “Another important ingredient is that these plans are not in concrete and can be updated as needed.”
The vision, strategic priority areas and goal statements are included below, along with thoughts about the plan from Town Councilmembers.

Strategic Priority Areas
Economic Prosperity & Diversity
Holly Springs provides a climate where a wide variety of businesses thrive with economic opportunity for all.
“The strategic plan is a public document that the Council will use to identify and prioritize a vision and goals for the community. The creation of this plan will help us measure our own success by evaluating metrics on how we are progressing towards our goals. The plan also ties directly to our budget so our residents can tangibly see the investments their taxpayer dollars are making to improve town services, facilities, and programs aligned with these priorities. This plan will help guide financial, operational, and development decision making for the foreseeable future.”
— Dan Berry, Holly Springs Town Councilmember
Engaged, Healthy, and Active Community
Holly Springs promotes fulfilling and rewarding lifestyles with abundant, healthy living options.
“We make decisions at every council meeting that can impact our community for decades. Knowing that we will be making decisions that support our new strategic plan will assure us that we are being responsible with our town’s future.”
— Christine Kelly, Holly Springs Town Councilmember
Organizational Excellence
Holly Springs is a leader in responsible government with a high-performing organization that meets the
public service needs of its residents.
“Having a strategic plan helps to improve self-awareness. It stems from where we have been but focuses on where we want to be. A strategic plan also gives the town staff and leadership something to work towards. It helps makes our vision a reality.”
— Cheri Lee, Holly Springs Town Councilmember
Responsible and Balanced Growth
Holly Springs will continue to plan for future infrastructure and support a quality, balanced mix of land uses, while preserving its small town charm, characteristics, and history.
“I am excited to have an updated strategic plan that provides a framework with specific strategies and actions that can be quantified. It enables a solid overview of current priorities, timing, resource allocations and expected outcomes.”
— Tom O’Brien, Holly Springs Town Councilmember
Safe & Friendly
Holly Springs is one of the safest communities in North Carolina with a welcoming spirit and inviting atmosphere.
“Having a strategic plan in place provides both guidance and accountability in our budgeting process. The strategic plan is reflective of the needs and priorities of Holly Springs, and now budget allocation can be prioritized to implement this plan.”
